I don't often get parking tickets, but when I do, it is usually because I have misread signs or the ticket has fallen down.

So when I do, I'm usually annoyed with myself, the council who issued it and the world in general.

So here's an idea!

Why not double or treble the cost of a parking ticket!

Then make it that when you renew your Road Fund Licence, you can claim one ticket for that vehicle against the cost.

This would mean that the occassional transgressors would not be punished, but those who constantly got tickets would be heavily penalised.

It might also reduce workloads for councils as the heavily-agrieved would forget it and just claim it back!
